Announcement of Vacancy: 

TERMS OF REFERENCE

CONTRACTING OF A CONSULTANT TO PROVIDE LEGAL SERVICES TO THE OFFICE OF THE LEGAL ADVISOR (OLA)

 

  1. 1.      CONTEXT

The Association of Caribbean States (ACS) is a regional intergovernmental organisation that was established by virtue of the Convention Establishing the Association of Caribbean States done in Cartagena de Indias in July 1994. Article III of the Convention identifies its purpose as that of “consultation, cooperation and concerted action” in order “to identify and promote the implementation of policies and programmes”.

The ACS engages external Consultants for the provision of technical services to fulfil its mandate with respect to its Member States and Associate Member States. Recently, there has been an escalation of services to be rendered by this Unit in meeting the organisation’s objectives.

As a result, the ACS is seeking to engage a Paralegal in order to provide support to the OLA in accordance with the functions referred to herein.

  1. 2.      OBJECTIVE

The objective of this Consultancy is to provide comprehensive support to the OLA in the form of legal research and writing as well as administrative functions as they relate to the legal work of the organisation.

 

  1. 3.      SCOPE OF WORK

Under the direction of the Legal Advisor, the Consultant will be responsible for providing legal support as it relates to the different facets of the organisation. 

The main Responsibilities of the Consultant will include but not be limited to the following:

a)     Conducting research as directed by the Legal Advisor;

b)     Providing assistance in the preparation of meetings within the portfolio of the Office of the Legal Advisor.

c)      Preparing legal documents and other correspondence (reports; briefs; letters; circular notes; verbal notes etc.) to be issued from the Office of the Legal Advisor;

d)     Updating and maintaining physical and electronic records for the Office of the Legal Advisor in accordance with ACS policies, procedures and standards;

e)     Providing assistance in the review and update of the Staff Policy Manual; Procedures Handbook and Financial Regulations and any other instruments as so instructed by the Legal Advisor;

f)      Providing assistance in the drafting of Ministerial Agreements;

g)     Providing advice on HR/IR issues;

h)     Drafting documents, conducting research and preparing opinions on ACS stakeholder related matters;

i)       Supporting the ACS in the execution of official meetings as requested;

j)       Performing any other duties as assigned by the Legal Advisor.

 

  1. 4.      DURATION

The terms and conditions of the CONTRACT shall be applied for the duration of the CONTRACT which shall be for an initial period of eighteen (18) months, beginning on the date of its signature or the actual date on which the WORK commences, whichever is earlier.

 

  1. 5.      REMUNERATION PACKAGE

a)     A gross fee of Thirty Six Thousand Dollars United States Currency tax free (US $36,000.00) to be disbursed monthly at US$2,000;

b)     The Consultant will be responsible for arranging at his/her own expense any form of insurance covering his/her period of services.

 

  1. 6.      QUALIFICATION AND EXPERIENCE

Eligible Consultants must possess the following qualifications and experience:

  • A First Level University Degree (Bachelor’s degree or equivalent) in Law;
  • Minimum of six months’ practical working experience in providing legal services; conducting relevant research in the area of law; drafting legal documents and providing administrative services;
  • Experience working in an international or inter-governmental organisation will be considered an asset;

 

  1. 7.      KNOWLEDGE AND COMPETENCIES
  • Excellent communication and presentation skills;
  • Fluency in one (1) of the official languages of the ACS (i.e. English, Spanish OR French) other than the native language;
  • Strong research and report generating skills;
  • Detailed oriented;
  • Strong interpersonal skills;
  • Strong organisational skills;
  • Ability to work under pressure;
  • Ability to work independently.

 

  1. 8.      ADDITIONAL INFORMATION

This document constitutes only a solicitation of interest in and proposal for providing expertise services to ACS Legal Unit and shall not be interpreted as an offer by the ACS Legal Unit to enter into a retainer agreement for such services. Your response will be treated as an offer to provide such services and not an acceptance of any offer made by the ACS.

The Consultant must be willing to reside in Trinidad and Tobago for the duration of the Contract.

The ACS facility will be available between the hours of 9.00 am to 5.00 pm. The Consultant can utilise the facility during these hours in order to carry out his/her functions.
