The Secretary General of the Association of Caribbean States highlights the importance of regional integration at the IX CELAC Summit in Honduras

Tegucigalpa, Honduras – April 9, 2025 – The Secretary General of the Association of Caribbean States (ACS), H.E. Noemí Espinoza Madrid, actively participated in the IX Summit of Heads of State and Government of CELAC, held in Tegucigalpa, Honduras. As a special guest of the government of Honduras, she emphasized the importance of Latin American and Caribbean unity in a global scenario marked by uncertainty.

Secretary General Espinoza Madrid congratulated President Xiomara Castro for her committed leadership at the helm of CELAC and acknowledged the efforts of Foreign Minister Enrique Reina, highlighting Honduras's role in promoting regional integration.
She also emphasized the strategic opportunity represented by the convergence of regional leaderships, with Colombia soon assuming the Pro Tempore Presidency of CELAC while currently holding the presidency of the ACS. This coincidence opens the door to aligning priorities and deepening the articulation between both mechanisms.
During her speech, Espinoza Madrid proposed three strategic actions to deepen regional unity and cooperation:
- Promote a common political vision recognizing the geostrategic importance of the Greater Caribbean in South-South integration.
- Consolidate a common political front in multilateral forums to affirm the leadership of Latin America and the Caribbean.
- Promote a regional dialogue on human mobility, allowing for progress toward an articulated, comprehensive, and sustainable approach based on cooperation, solidarity, and respect for human rights.
The Secretary General also extended an invitation to the delegations present to participate in the 10th Summit of Heads of State of the ACS, which will be held next May 30 in Colombia, emphasizing that it will be a key opportunity to deepen political dialogue and project a united and proactive region on the international stage.
Espinoza Madrid concluded with an emphatic message: "This is a decisive moment to act with dignity and face, together, the major challenges and historical debts that we carry as a region. We are in the right place: a region rich in potential, history, peace, and above all, hope."
Her participation in this important event reaffirms the commitment of the ACS to Latin American and Caribbean integration, as well as the strengthening of relations between Member States.
