Special Declaration
We, the Heads of State and/or Gove
rnment of the Member States of the Association of Caribbean States (ACS) meeting in Havana, Cuba on 4 June of 2016 for the Seventh Summit,Reaffirming the provisions in the Proclamation of Latin America and the Caribbean as a Zone of Peace, approved at the Second Summit of the Community of Latin American and Caribbean States (CELAC) held in Havana in January of 2014;
Taking note of the efforts at dialogue promoted by the government of the Bolivarian Republic of Venezuela, accompanied by UNASUR:
We support the initiatives of the former Presidents José Luis Rodríguez Zapatero of Spain, Leonel Fernández of the Dominican Republic and Martín Torrijos of Panama for the reopening of an effective dialogue between the government and the opposition in order to find alternatives to promote political stability, social development and economic recovery of the Bolivarian Republic of Venezuela;
We likewise support the different initiatives of national dialogue that will lead, with adherence to the Constitution and full respect for human rights, in a timely, prompt effective manner, to the resolution of differences and the consolidation of democracy, and
We support all efforts for understanding, dialogue and constitutional procedures.
